Don't be fooled.
These groups he speaks of (groups that are often quite handsomely funded by both federal and provincial arms of the Canadian government to run their web sites and projects etc) are NOT INTERESTED in bilingualism. They are more interested in and are are pushing for --- old fashioned SEGREGATION --- (similar to what existed between the 1850's and 1950's and is now also happening in New Brunswick --https://www.youtube.com/watch?v=VnQrxCjuqUs -- ) so that their French kids don't mix on school buses with "les anglais" and "dilute their pure Frenchness."
Not only do the FPTB (French powers that be) NOT want ANY English to exist inside the province of Quebec

but, they also want to live, work and function completely in French ONLY outside the province of Quebec.

They "say / slash / pretend" it's about bilingualism so they can appear to be inclusive and attempt to not appear to be elitists but, if you go to their "government funded" (by the English majority) web sites you will rarely find a "press here for English" button. And if you do find a "press here for English" button, it often DOES NOT WORK or is only partially in English.
The truth is, when seeking (tax dollars or direct) funding from the majority English speaking community for these elaborate "hospitals, education facilities or community centers, (otherwise --- known as "projects" --- reminds me of PKP and his "project" --- )
the people (English speaking majority) are told the services will be offered to the local communities where the "project" is planned for in BOTH LANGUAGES but, as we have seen with "projects" like the Montfort hospital, the university of New Brunswick, the Ottawa University, and now (potentially) the new community center in the west end of Ottawa, once the funding is secured and some time has passed these "projects" usually end up being so French dominant that it is difficult to function and or get ANY service in --- ENGLISH --- not to mention NO employment opportunities for the English speaking community members within the very communities these "projects" are located in.
A sweet deal when you consider the majority of the funding often comes from the majority English speaking residents / slash / tax payers in those communities.
