Months before the United Nations Climate Change Conference slated for November, TeleSUR interviewed Ernesto Samper, the head of the Union of South American Nations (UNASUR) about actions being taken by regional governments to reduce emissions and protect the natural environment. Samper said that global warming is producing changes in the Atlantic Ocean that lead to more hurricanes and cyclones, and meteorological phenomena in the Pacific Ocean like El Niño that increase the seismic risk level. He said that UNASUR nations are both victims of global warming and solutions to the problem. teleSUR
