Horacio Rodriguez Larreta of the right-wing, neo-liberal PRO party won the runoff mayoral elections in Buenos Aires, albeit with a smaller margin than in the first round. The mere 3% margin of victory casts a pall over PRO presidential hopeful Mauricio Macri's chances at the polls. In an election night speech Macri backtracked on previous political positions, promising not to privatize the national airline, social security and health system, and energy.
