The reforms to the military justice system approved by the Colombian congress has been criticized by family members of victims of the country's armed conflict and human rights defenders for favoring impunity. Through the use of concepts contained in the legislation such as "legitimate target" and "collateral damage", crimes committed by the police and army can be justified with the resulting impunity. Concerns have been raised that such categories could include the "false positive" scandals, whereby innocent victims killed by police or the military are dressed up in rebel uniforms and presented as part of the enemy body count.
