The second EU-CELAC summit has kicked off with the presence of at least 60 heads of state from Europe and Latin America. Federica Mogherini, the european union foreign policy chief, made opening statements to the EU-CELAC summit in brussels stressing the importance of cooperation between the two blocs. The parallel people's summit also began in brussels.
