This week the Colombian government and leftist FARC guerrilla fighters agreed to set up a Truth Commission once a final agreement has been signed. The commission will not be judicial in nature nor be able to impose penalties on those who appear before it. The body will be independent and impartial, but the information it generates cannot be transferred to judicial authorities to be used as evidence or attribute responsibility at trial. Colombian President Juan Manuel Santos said that before a final agreement can be reached the FARC must lay down its arms. teleSUR
