The 37th round of the Colombian peace talks just concluded in Havana. The government and the Revolutionary Armed Forces of Colombia agreed to the creation of a Truth Commission. The Commission will begin work once a final peace agreement has been signed. Chief Colombian government peace negotiator Humberto de la Calle explained that the Commission will not have judicial powers and will therefore not compete with the courts.
