Staff Sergeant Thomas Florich was one of 11 military personnels on board a Black Hawk helicopter that went down off the coast of Florida in March 2015. 
Though his death was without question tragic, that it didn’t occur during active duty precludes him from being granted a plot at the Cemetery.
