MANILA, Philippines - Justice Secretary Leila de Lima confirms the National Bureau of Investigation (NBI) has recommended the filing of criminal charges against members of the Coast Guard and the Bureau of Fisheries and Aquatic Resources (BFAR) for the death of a Taiwanese fisherman on May 9.
