As the 45-day deadline expires for the U.S. Congress to respond to and block President Barack Obama's intention to remove Cuba from the State Department's list of state sponsors of terrorism, the decision appears to be a done deal. This removes a major hurdle to the reestablishment of normal relations between the two countries and Havana accordingly hailed Obama's decision.
