As a new round of peace talks begins in Havana between the Colombian government and FARC guerrillas, two new peace negotiators have been appointed to the government team: Foreign Minister María Ángela Holguín and businessman Gonzalo Restrepo. At the same time, hard-line anti-FARC Defense Minister Juan Carlos Pinzón is changing places with Colombia’s Ambassador to the United States Luis Carlos Villegas, who was a negotiator during the first months of the peace talks. Some observers believe that an official with a less aggressive discourse will be a positive addition to the negotiating team at a critical stage when de-escalation measures have begun.
