The Metro Manila Development Authority (MMDA) already declared a moratorium in road works and repair. But, some roads are being dug up today. According to the Department of Public Works and Highways (DPWH), they are only finishing the road repairs that were already started. In fact, their work are fully loaded up to 2015.
