Mumbai: The draft development plan (DP) of the city for the next 20 years seems to have started a political battle. Mumbai Congress chief Sanjay Nirupam demanded that chief minister Devendra Fadnavis should apologise to the city's residents as he has cheated them by giving false assurances of scrapping the DP.
