Civil society organizations in Mexico are demanding that effective measures be taken to curb the widespread practice of police and military torture of detainees. A scathing UN report issued last month that concluded that torture was systemic and generalized and impunity in such instances practically universal has spurred calls for action to be taken. Authorities reject the report's conclusions on the scope of the problem. However, this week the Federal Attorney General and Interior Minister announced that new protocols to deal with torture would be developed in consultation with civil society.
