Analysts warn that in an effort to reactivate economic growth, the Peruvian government is facilitate investment by mining companies whose operations exploit local resources but give little to the affected communities in return. A new bill in Congress, already approved in committee, would give land to investors even though the terrain might belong to be essential to the lives of local residents. Local peasant and indigenous organizations, however, are fighting back, arguing that the bill violates the Peruvian Constitution and international law mandating consultations with the affected communities in such cases.
