Mainland spies on Hong Kong’s democrats, turn retired HK police into secret agents

Reuters has confirmed that mainland Chinese intelligence services are running covert operations that include mainland agents and retired Hong Kong police officers.

According to a Reuters report, the evidence came to light after Hong Kong Legislator James To discovered that he was followed by a Mercedes on August 6. It followed him to the Legislative Council and then followed him home.

A second Mercedes followed him to the office the next day. To left his office and drove to the Hong Kong Jockey Club in Happy Valley, and the car followed him to the club. The Mercedes followed To to work the next morning again. The pattern continued until the men inside the Mercedes were arrested by police on August 12.

The two men were released quickly without any public announcement. Hong Kong police told Reuters that the investigation had been “curtailed” due to insufficient evidence that any criminal offence had been committed.

Retired senior Hong Kong police officers and managers at private security companies told Reuters that mainland intelligence services have been recruiting former Hong Kong police who appeared sympathetic to Beijing to assist in political surveillance operations. At least 20 retired officers have been working in surveillance teams alongside mainland agents, Reuters reported.

These operations are reportedly headed by a bureau of China’s Ministry of State Security, security analysts, foreign diplomats and former Western intelligence officers.
