In statements that run contrary to declarations by US President Barack Obama and the State Department, General John Kelly, head of the Southern Command, in charge of US forces in Latin America and the Caribbean, spoke of a possible coup or "arrangements" to depose Venezuelan President Nicolas Maduro.
