Before this boss fight you will be fighting a lot of zombies that are coming through the windows. Try to save shotgun ammo her so you don't have to worry about heavy ammo during the boss fight.
STRATEGIES:
After Pedro mutates, use all your exploding bottles first and unload on him as much as you can before he starts running around. As soon as the zombies break the door go outside and use the open space.
There will be many zombies running around distracting you from Pedro so it's best to switch back and forth from killing zombies to shooting Pedro.
The best time to attack him is when his drill gets stuck in objects. He can't attack you for a short time and you will get some easy shots at him.
