Case in point - Tuesday's swearing-in ceremony for Ashton Carter, the 25th U.S. Secretary of Defense. Carter was standing at the podium speaking while his wife, Stephanie, stood next to him.
Biden was behind her and his hands were resting on her shoulders. At one point, he seemed to be whispering in Stephanie's ear as her husband made remarks to the audience.
It didn't take long for the interaction to make the rounds on the internet. And it led to the Washington Post referring to him as "the world’s most powerful close talker."
