The construction of an energy union is one of Europe’s top priorities for the next five years. The hope is that it will address two of the EU’s weaknesses: its dependence on Russian gas and soaring energy costs in comparison to the United States. The European Commission will publish its proposals for energy union at the end of the month, but energy remains politically sensitive. Does Juncker have enough political capital to put in place this energy union?
