Reportedly their parents had left them in the vehicle while they were inside a D.C. restaurant attending a wine tasting. At approximately 4:30 p.m. on Saturday, a witness called 911 and said a young child was crying inside a car.
The engine was powered off, as was the heat. The temperature outdoors was approximately 28 degrees Fahrenheit.
Officers arrived on scene and saw the two children aged 2 and 1, secured in their car seats. Police also located the parents, identified as 45-year-old Jennie Chang, and 41-year-old Christopher Lucas.
They were both arrested on charges of "second-degree cruelty to children" and the kids
