In Mexico, officials have opened an investigation into a gas explosion that ripped though an infant and maternity hospital. In Honduras, both the ruling National Party and the opposition Libre Party have announced they will begin collecting for two separate plebiscites. In the U.S. Washington will not provide any compensation for it's blockade of Cuba nor relinquish control of Guantanamo Bay. In the U.K., members of the Stop the War Coalition protested outside parliament in London. In Iraq, parliament has approved it's first national budget since oil prices sank to historic lows earlier this month.
