Students from wealthy families have greater access to the privately run higher education system in the United States. At the same time, budget cuts are forcing some schools to eliminate the arts from their curriculum. In some schools, such programs are considered a luxury and keeping them alive requires outside fund raising. In Chicago teachers are offering their students such subjects on their own.
