Dave Joseph is the Good Samaritan who reported it to police. In addition to the blaze, he and his wife also witnessed a woman standing in front of a vehicle near the flames.
The female, later identified as the child's mother 22-year-old Hyphernkemberly Dorvilier claimed she was burning dog waste.
Police were dispatched to the scene and upon arrival, they saw a newborn baby girl was in the middle of the road and her body was covered in flames. Officers extinguished the fire, and at that time the child was still breathing.
She was airlifted to a Philadelphia hospital, where she passed away about 2 hours after h
