Peace talk between the Colombian Government and FARC rebels are in their third day of negotiations in Havana, Cuba. Meanwhile, the Inter American Court has ruled in favor of families of the victims of a massacre carried out in the Colombia's Palace of Justice by its military in November of 1985.
