Afghanistan's new leaders have sought to build bridges with the West at a conference in London as they struggle to bring peace while foreign combat forces withdraw after 13 years. Since 2001 billions of dollars have flowed into Afghanistan, along with tens of thousands of foreign troops. They kept the Taliban at bay, and created an economy of sorts - but the power of central government remained weak and corruption is still rampant.
