The Brazilian oil giant Petrobras says it will improve its "internal policing" after being hit by a corruption scandal that's wiped billions off the value of the firm. Twenty-three people were arrested on Friday on suspicion of money laundering and graft involving the company. President Dilma Rousseff said the investigation could change the country forever.
