The US Supreme Court decision in 2013 striking down sections of the Voting Rights Act opened the way for states with a history of racial discrimination to toughen requirements for voting. Twenty-one states, all of them controlled by the Republican Party, have passed voter ID laws requiring government issued photos in an attempt to limit African-American and Latino participation in the elections.
