The government of Guatemala announced a compensation policy for those affected by the construction of the Chixoy dam in the 1980's. Achi Mayans refused to lose their territory because of the building of the dam. The State sponsored a terror campaign of illegal executions and evictions, to take the land from its native people before building the dam with funds from the World Bank and the Inter-American Development Bank. teleSUR
