In the 1990s, neoliberal governments sold off Argentina's resources at bargain basement prices, laying off thousands of workers, and plunging the country into a political and social crisis. To organize a grass roots alternative on the community level, the Tupac Amaru Association was formed. Based on community participation and cooperative organization, the association has built and organized massive neighborhoods in several Argentine provinces, with cultural centers, day-care facilities, schools, health-care clinics, and textile, metallurgy, and brick factories to provide employment to residents. Following the election of Nestor Kirchner in 2003, the Tupac Amaru projects now receive government support. teleSUR
