When Mexico's government was about to present its Human Rights Program at a meeting of the Inter-American Commission on Human Rights in Washington, protests were heard inside and out. Demonstrators outside the Commission reminded the world of the 43 teaching-college students who went missing in September at the hands of Mexican police tied to drug cartels and remain missing.
