CBC reports a man was arrested, Thursday (October 23), near Ottawa's National War Memorial as Canadian Prime Minister Stephen Harper laid a wreath for the soldier who was fatally shot, Wednesday. Police were seen wrestling a man to the ground and cuffing him.
Members of Parliament gathered at the War Memorial, near the parliament, to honor Canadian soldier Nathan Cirillo who was shot at the site.
