A spectre of flood loomed over Vadodara after heavy rains in the central Gujarat region resulted in the level of Vishwamitri river rising menacingly. The entire region was lashed and situation was particularly grim in the city. The same 'Natural Drama' is enacted each year but civic body fails to take any pro-active action in 'Pre-planning' and 'Post-planning' sessions before monsoon.
