You have a point in that, technically, both the covering of breasts and the covering of faces are just arbitrary values that someone made up and others agreed on, essentially no more significant than random choice. Obviously, though, the situation is a good deal more complicated than that due to societal mores and so on. Plus, from a purely practical standpoint, we don't identify people by their tits. We do it by their faces.
