Why would there be still human Blade Runners when the Nexus 6 is so much more advanced and dangerous? They've been in the use for years, so other human Blade Runners would've probably run into them. Or, are human Blade Runners inactive for years untill suddenly one replicant decides to run amok? I believe there are multiple accounts of replicants, this time they are organized, and well armed - and already killed the best agent on the force... so they had to get one better, only he was retired...
