In Titanfall as a pilot you mainly have to deal with close and medium range since you need to be inside buildings or underground to be safe from Titans. Most objectives and buildings have close quarter combat so that is the most important range.
The R-97 Compact SMG is the more close range focused SMG in Titanfall making it the best primary weapon in Titanfall. The assault rifles are too focused on the medium range and the shotgun is too focused on the close range to be the best primary weapon in Titanfall, although they are very good in their own right.
