To retrieve Basso's pen go to the rooftop near the objective marker. Go over the beam and turn right to drop the bridge with the wirecutter. Go onto the bridge and attach a rope arrow to the beam above you. Use the rope to jump to the window near the objective marker. Basso's pen is on one of the tables inside.
