The tiny Spanish territories of Ceuta and Melilla are located on the northern shores of Morocco. They account for the only land borders the EU shares with Africa. Increasingly, these two heavily fortified cities are coming under pressure from illegal immigrants, who are hoping for a better life in Europe. As EU heads of state gather in Belgium, illegal immigration is certain to become a discussion point once again.
