The South Carolina DMV is rejecting a teenagers request to change his DMV photo to one of his dressed as a woman. The teen identifies as gender non-conforming, meaning he doesn't identify as either a boy or a girl and goes between the two. The DMV says the photo needs to reflect his actual sex.
