At least sixteen Afghan civilians are wounded Monday after an IED placed inside a handcart, exploded in the northern province of Mazar-I-Sharif.
The blast took place in front of a trade center.
No one is immediately claiming responsibility for the attack.
Women and children are among the wounded.
The incident comes just days after millions of Afghans voted to elect a successor to President Hamid Karzai in a decisive test of the country's ambitions to transfer power democratically for the first time in its tumultuous history.
