In the east of Ukraine, hundreds of pro-Russian separatists have stormed the regional governor’s headquarters in Luhansk.
The Ukrainian government said local police did oppose the move.
The separatists reportedly ripped up a portrait of Ukraine’s interim President Oleksandr Turchynov and the Ukrainian government it had information suggesting they will seize the local television centre.
The government in Kyiv has all but lost control of its police force in parts of Ukraine’s eastern region.
Pro-Russian forces have taken control of Slovyansk and occupy buildings in the city of Donetsk and several towns.
