Police brutality in Knoxville: Deputy Frank Phillips strangles student Jardon Dotson unconscious

A party at the University of Tennessee in Knoxville got a little out of hand on Saturday when more than 800 students showed up to celebrate the end of finals. The house near the corner of 23rd Street and Laurel Avenue was overflowing with partygoers. Sixty police deputies from surrounding jurisdictions converged on the party to disperse the unruly crowd. Among them deputy Frank Phillips of Knox County, whose actions garnered national attention.

When police showed up, some of the revelers were jumping on cars and throwing glass bottles. Jarod Dotson, 21, was arrested for open container and marched a block down the road to a waiting police van. Freelance photojournalist John Messner noticed Jarod being arrested and started shooting photos.

While two officers handcuffed Jarod behind his back, deputy Frank Phillips strangled Jarod with two hands. Unable to breathe, Jarod passes out at the deputy's feet.

In Messner's photos, Jarod is clearly not resisting arrest in any way, even as he lapses into unconsciousness. The deputies tried to wake Jarod up by slapping him a few times but gave up and shipped him off for booking.

For getting choked while handcuffed, Jarod Dotson was charged with resisting arrest. But thanks to Messner's photos, deputy Phillips was fired just a day later.
