Residents blame clogged drains.
(SOUNDBITE) (Spanish) UNIDENTIFIED FLOOD VICTIM, SAYING:
"The local government did some work here, filled the ground. This has ruined the area. The water has nowhere to go because the sewers are full of earth. I'm tired of complaining. They don't listen to me."
Bolivia has been hard-hit by heavy flooding this year. At least 59 have been killed and hundreds of thousands impacted by devastating floods.
