EDITOR--It was obvious that registry of pedophiles didn't give expected results in practice. Children's Embassy Megjashi was among the strongest advocates for incorporating measure like this, chemical castration. Do you expect after this to have decrease of the number of repeated offenders of pedophile acts?
Dragi Zmijanac--Strong advocacy and lobbying of The First Children's Embassy in the World Megjashi for harsher punishments of sex offenders, incest offenders, pedophiles, especially towards children under 14 years of age, gave results. Three out of four our suggestions have been accepted and I believe that now we have opportunity to put this pathological phenomenon under control especially with recidivism. Medicament therapy or so called chemical castration is among the things we advocated for and was accepted as well as 15 years of imprisonment. What it wasn't accepted was wearing electric bracelets after the pedophile is released from prison. We think that chemical castration should be mandatory measure that should be applied immediately after release of pedophile from prison. That way he will receive an assistance for not committing the crime again because The Children's Embassy Megjashi is advocating that repeated offenders should get lifetime imprisonment, complete isolation or Czech model or so called physical castration as replacement for lifetime imprisonment which in that case would be just imprisonment. This is not a corporal punishment because in this case the psyche of the pedophile is being affected, mental derangement that is making pedophiles incapable to control their libido. We think that with this measure we are helping the pedophile not to repeat these crimes and thus helping the children.
Editor--Yes, there is no health harm regarding those that have already committed the crime. Considering the fact that the measures for the offenders have been mentioned today do you think that this will affect the consciousness of those walking the streets and contemplating committing such crime?
--As I pointed out, they are unable to control their libido. However it will certainly affect their behavior towards children, their access to children will be limited thanks to the fact that registry of pedophiles is operational, chemical castration would be mandatory measure, prison punishment would be minimum 15 years. If these measures don't give results, as I stated at the beginning, those who repeat the crime will face lifetime imprisonment or Czech model of physical castration which will reduce life sentence.
