"You have people getting shot, killed every single day in the nation's capital."
In a courtyard in southwest Washington, D.C. in September, Tinamarie Spencer's son Robert was shot when an argument escalated and a rival pulled a gun.
(SOUNDBITE) (English) TINAMARIE SPENCER, MOTHER OF ROBERT SPENCER, WHO WAS SHOT AND KILLED, SAYING:
"Before he could even respond, he just, pow, one time with a shotgun. It hit him in the chest."
Police found the 21-year-old suffering from gunshot wounds he would soon die from.
Gun deaths in American inner cities have continued in 2013 despite outrage over the massacre of 20 children and six adults at Sandy Hook Elementary School in Newtown, Connecticut one year ago.
