Euro MPs have rejected calls to class electronic cigarettes as medicine. It means that they can continue to be sold over the counter.
The UK, however, has already said e-cigarettes will be licensed as medicine there from 2016.
Tobacco free, they have proved hugely popular across Europe following bans on smoking in public places.
