This was her home last fall after Superstorm Sandy slammed into New York City.

Now, having just returned to her Staten Island house, Carol Diaz, a federal government employee, is now dealing with being furloughed.

"It just breaks my heart to see some people in the neighborhood where their houses are not rebuilt and they are not back in their house. And I just wonder where they are. We were fortunate enough to have friends that we stayed with. My sister found us an apartment, so we were fortunate that way. But I know there are some people who weren't as fortunate and some people lost family members, and so that's never going to be... They are never going to get back to where they were. Never.

She says she and her husband do not have a financial plan for a long-term furlough, especially after spending a lot of money rebuilding their home
