Marlon Brown was run over and killed by police officers in DeLand, Florida, on May 8, a dash cam video his family released shows. Brown, 38, gave chase to the police after refusing to stop his car for a seat belt violation after midnight. When he made a turn down a dead-end street, he fled on foot and was eventually mowed down by the police car driven by rookie policeman, James Harris.
Brown, who had spent time in jail and was driving with a suspended license, had been driving through the neighborhood when he spotted Laheia Olvera, a 23-year-old family friend. She was with three other young women and she claimed not to have slept for two days, according to a report by the Daytona Beach News-Journal. She said Brown offered to take her to his home where they could clean up and rest and they accepted the invitation.
Volusia County Sheriff's Office deputy drove past Brown's car and noticed that he wasn't wearing a seatbelt, the same Daytona Beach News-Journal reported. He turned his car around to stop Brown, but Brown refused to stop. Szabo alerted police of the incident and eventually 25-year-old DeLand police officer, following another police car, found Brown's vehicle and chased him down.
Olvera said Brown jumped out of the car before even stopping, kicking off his flip flops before running away on foot. He ran into a vegetable garden where Harris pursued him, knocking down a fence, then running down the father of two.
Autopsy reports reveal that Brown did not die of impact wounds, but rather of mechanical asphyxiation; his head was pinned to his chest under the car, blocking the flow of air.
Brown's family has reached a $550,000 settlement with the city but is calling for an independent investigation of the incident in hopes of bring criminal charges against Harris.
