A call for attacks.
The leader of Al Qaeda is urging small scale strikes inside the United States to -- as he puts it -- "bleed America economically."
Ayman al-Zawahri called for the strikes in an audio speech released one day after the 12th anniversary of 9/11.
(SOUNDBITE) (Arabic) AL QAEDA LEADER, AYMAN AL-ZAWAHRI, SAYING:
"Keeping the U.S. in a state of tension and anticipation only requires a few disparate attacks here and there. As we defeated it in the guerilla warfare in Somalia, Yemen, Iraq and Afghanistan, so we should follow it with war on its own land. These disparate strikes can be done by one brother or a few of the brothers."

In the speech, al-Zawahri praised the Boston Marathon bombers.
He suggested multiple small scale strikes in the U.S. would trigger massive spending on security by Washington, weakening the American economy.
