Secretary of State John Kerry and Defense Secretary Chuck Hagel appeared before the House Armed Services Committee on Tuesday.

They continued to make their case as to why the U.S. needs to respond to Assad's use of chemical weapons against civilians in Syria.

Kerry emphasized President Obama is willing to consider Russia's proposal that Syria put its chemical weapons stockpile under international control.

But he went on to say the administration will not wait for long and that the proposal "has to be swift, it has to be real, it has to be verifiable. It cannot be a delaying tactic."
